I think it is a policy for govt officials to send people back and ask them to come back next day. You go at 4:30 PM, they say closed at 4. You go at 3 PM, they say almost closing time (seriously?) come back tomorrow, even if there are no people waiting. You go at 12PM, they say office closes at 1 (when did you change the closing time?) and it's almost closing time, come back tomorrow!! The best time to visit any government office is the time they open the shutter in the morning, go a little late, they won't have the interest to work and they ll send you back. Seems like govt staffs want to get paid without doing any work
